Tom asks Ombudsman to dismiss complaint

CEBU City Mayor Tomas Osmeña asked the Ombudsman-Visayas to dismiss the case filed against him and Acting City Administrator Veronica Morelos for his appointment of two acting mayors in his absence.

Osmeña appointed both Vice Mayor Edgardo Labella and Morelos as acting mayors last July when he spent a vacation in Japan from July 22 to 27.

In his counter affidavit, Osmeña said the accusations of former Cebu City Hall employee Aniceto Abbey Canturias are false, baseless and ill motivated.

“I say and clearly false and baseless are the accusations of Canturias who is obviously ill motivated in filing the present complaint against me,” he said.

Canturias is a former consultant to Cebu City mayor Michael Rama from 2013 to 2016, but Osmeña said he can’t even recognize Canturias since he never reported to him.

“In addition, his last month salary had not been released because he failed to submit his accomplishment report,” Osmeña said.

Osmeña said what was stated in his memorandum is that Morelos was directed to coordinate with the acting mayor in “ensuring the delivery of the day-to-day operations of the city government.”

Osmeña filed a libel suit against Canturias due to his malicious imputations posted over his social media account.
