CEBU City Hall employees who threaten personnel of the Cebu City Office of Substance Abuse Prevention (Cosap) will face legal action, its chief warned yesterday.

Cosap chief Gary Lao said he learned that an employee of City Hall’s Department of Public Services (DPS) threatened a lab worker when Cosap conducted a drug test last June 27.

The DPS employee went to Barangay Labangon to look for the worker and threaten him.

The names of the two employees are withheld pending investigation.

“One of our lab personnel caught a DPS employee submitting a urine sample that wasn’t his. The DPS employee was angry because he was reprimanded by the worker,” Lao said. Lao said he reported the incident to the police.

“They should not threaten us. We are just doing our job. If they test positive, it’s their fault,” he said.

At least 45 DPS personnel underwent drug testing conducted by Cosap last week.

Of that number, two casual employees tested positive of illegal drug use.

“I already submitted the result and recommendation to Sir Bob Cabarrubias (DPS chief). It’s up to them to decide what to do on the employees,” Lao said.

Cosap just finished with a surprise drug test on the personnel of Operation Second Chance in Barangay Kalunasan.

Results of the test will be available next week, Lao said.
