Police: sanction awaits person who dumped dead dog in Brgy Busay, Cebu City

CEBU CITY, Philippines – The person, who dumped the dead dog that was wrapped in a tarpaulin in a grassy lot in Lower Busay in Cebu City, may be sanctioned for the violation of the city’s sanitation ordinance.

Police Lieutenant Colonel Janette Rafter, deputy director for operations of the Cebu City Police Office (CCPO), said that what the still unidentified individual did may have adverse effects on the environment and the people in the area.

It is for this reason that Rafter is urging Cebuanos to help them locate the said individual.

“[But] unfortunately, wala gyuy nakakita sa pag [bilin sa iro],” she said.

The discovery of the dead dog last Wednesday morning, September 6, caused some residents to panic after this was mistaken for a dead person.

Ongoing investigation

As part of their ongoing investigation, personnel of the Malubog Community Precinct that has jurisdiction of Lower Busay are now checking the CCTV of nearby establishments hoping to find footage that will help in their ongoing search of the person who dumped the dead Labrador, Rafter said.

“It will take more time because kato nga area, murag layo layo jud [and] secluded siya. Layo-layo siya, considering iyahang last neighbor [is] mga 200 meters away ang last nga balay nga murag makita adto ba. So taas-taas pa gyud nga subayonon sa tong kapulisan diha sa Malubog,” she added.

Sanitation Code

Rafter said they already consulted with the Cebu City Veterinarian’s Office to determine the appropriate charge/charges that may be filed against said person.

They were told that animal welfare laws do not apply in this case because said laws do not cover the disposal of dead animals.

According to Rafter, the city’s sanitation code was violated in the disposal of the dead Labrador in Lower Busay.

In an earlier interview, Busay barangay captain Ebing Famador said they will give the dog a decent burial.  / dcb
