92 south Cebu rice farmers receive Fertilizer Discount Voucher from DA-7
LAPU-LAPU CITY, Cebu- At least 92 rice farmers in southern Cebu received a Fertilizer Discount Voucher (FDV) from the Department of Agriculture in Central Visayas (DA-7) on Wednesday, September 20, 2023.
Of the number, 87 were from Carcar City, three from Sibonga, and two from Minglanilla.
According to Melquiades Ibarra, information officer of DA-7, each of the farmers received an FDV worth P4,000.
The beneficiaries underwent data verification and validation as reflected in the master lists derived from the Farmers and Fisherfolk Registry System (FFRS) based on the Registry System of Basic Sectors in Agriculture (RSBSA).

During the FDV distribution, DA-7 also invited accredited fertilizer merchants so that rice famers could immediately purchase from them using the vouchers that they received.
The distribution was also graced by Carcar City Mayor Mario Patricio Barcenas, City Councilor and Chairperson on Agriculture Roy O. Velez, City Agriculturist Rey F. Trangia, and DA-7 Agricultural Program Coordinating Officer of Cebu (APCO) Marina Viniegas.
On September 19, 799 rice farmers in Sagbayan, Bohol, and 127 rice farmers from Asturias, Cebu, also received their vouchers.

The FDV distribution was based on Memorandum Circular No. 22 or the Revised Implementing Guidelines of the Kadiwa Financial Grant Assistance Program.
The program was created to capacitate farmers and help resolve their limitations, such as the ability to supply the requirements of institutional buyers, efficiency to transport their agri-products, capacity to market their produce, and efficiency of their pre-harvest, post-harvest, and value-adding activities.
