Sniffing shabu in Cebu city hall building: Man caught, lands in jail

LAPU-LAPU CITY, Philippines — A 38-year-old man, who was caught allegedly sniffing shabu in the comfort room of the Executive Building of the Cebu City Hall, will spend Christmas Day and the New Year and even longer in jail.
The man identified as Jay Arvin Quimson of Barangay Paknaan, Mandaue City was detained at the Waterfront Police Station of the Cebu City Police Office.
This was after he was allegedly caught sniffing shabu inside the comfort room of the City Hall’s Executive Building on December 19.

Illegal drugs paraphernalia confiscated
Aside from that a pack and illegal drugs paraphernalia like a tooter and a lighter, were confiscated from his possession.
Quimson was then turned over to the Waterfront Police Station where he has been detained since his arrest.
According to police, they have filed a complaint of possession of illegal drugs against Quimson at the Cebu City Prosecutor’s Office on Thursday, December 21.

Fixer at Cebu City hall
Quimson, in an interview with GMA Super Radyo DYSS, claimed that he was at the Cebu City Hall because he claimed that he was allegedly a fixer of transactions inside the Cebu City Hall.
He also admitted during the interview that he had allegedly sniffed shabu inside the comfort room of the Executive Building of the City Hall at least 10 times already.

How he was caught
He also said that he had not yet started sniffing shabu at the comfort room when he was caught by security guards.
“Padung (ko mosuyop), gibahig na nako daan,” Quimson said.
(I was about to (sniff shabu), I was just dividing it first.)
He added that he has been doing this more than 10 times already since the security guards on duty would no longer inspect him when he entered the premises of the city hall.
“Diretso-diretso rako, way tugaw man,” he added.
(I can just go inside and nobody will bother me [when I sniff shabu inside the comfort room].)

Where he bought shabu
He said that he allegedly bought the illegal drugs from a supplier in Carbon Public Market.
Quimson claimed that he was at the Cebu City Hall because he claimed that he was allegedly a fixer of transactions inside the Cebu City Hall.
He also said that he regretted what he did because now he would spend Christmas and the New Year inside the jail instead of his family.
