Over 20 vote counting machines bogged down, but Cebu City north district election officer Atty Edwin Cadungog described the elections in the city as successful.

As of 4 pm., he said at least 24 to 26 VCMs bogged down and have to be replaced. Cadungog said this is only a small percentage of the 837 clustered precincts in Cebu City.

Cadungog said the voting continued despite the problem, as the Board of Election (BEI) supervisors, voters and watchers all agreed to it. He said the feeding of the ballots to the VCM will be done once the contingency VCM arrives.

The voters were also asked to sign a waiver indicating that they agreed not to be issued the receipt of their ballots.

Among the affected barangays were Sambag Uno, Pasil, Talamban, Paril, Mambaling and Guadalupe.

As of presstime, Cadungog said he could not yet assess the turnout because there are schools which still have a long line of people waiting for their turn to vote like Guadalupe and Abellana National Schools.

Cadungog said in Punta Princesa, one person was arrested for vote buying. But aside from this, no other problems are reported.
