Village execs willing to return cash incentives

SOME barangay officials in Cebu City are willing to return the cash incentives they received from the city government last year that was recently disallowed by the Commission on Audit (COA).

But others, including Association of Barangay Councils (ABC) president and Tisa barangay chairman Philip Zafra, want to wait until city officials filed a protest at COA to justify the charging of the disbursement of the funds.

“For now, we will just wait for the Local Finance Committee (LFC) whatever is the case. They still have six months (to protest). We will just exhaust all remedies available,” he said.

He said he respects the advice of Acting Cebu City Mayor Margot Osmeña for barangay officials to just return their incentives last year so that they can still receive their subsequent incentives.

COA disallowed the P21.5 million budget for the incentives to barangay officials since this was charged under the maintenance and other operating expenditures (MOOE) account instead of the personal services.
