CITY OF SAN FERNANDO, Pampanga — The Department of Social Welfare and Development (DSWD) yesterday rescued a boy, who was treated like a dog by his mother, in Orani town in Bataan.

The boy, who is a year and five months old, was removed from the custody of his mother and taken to a social worker in a DSWD facility in Lubao, Pampanga, said Gemma Gabuya, DSWD regional director, in a telephone interview.

“The mother admitted that she was doing it just for fun. That’s very dangerous because there is violation of child’s rights,” Gabuya said.

She said the boy’s father and other relatives consented to the temporary custody.

A footage from a mobile phone video showed the boy’s neck tied with a rope and the child  being made to eat food from a bowl like a dog would.  The child had no clothes on.

Gabuya said another social worker was tasked to counsel the mother. She said no case would be filed against the mother until after the conduct of a full investigation.
