Cebu Gov. Hilario Davide III ordered Asst. Warden Romeo Manansala of the Cebu Provincial Detention and Rehabilitation Center (CPDRC) to return Alvaro “Barok” Alvaro back in isolation.

Davide issued the order amid reports that Alvaro, the region’s alleged top drug lord, is still in contact with his family despite being detained inside the jail facility.

Davide told reporters that he tried calling Manansala this morning but he hasn’t answered him yet.

The governor said he is also considering placing signal jammers within the facility to prevent inmates from contacting people outside the jail facility.

During last Saturday’s surprise inspection at the CPDRC, Danao City Police chief Senior Insp. Alejandro Batobalonos said he found a SIM pack hidden under Alvaro’s pillow on his bed at cell 18.

Batobalonos said this is proof that Barok may have ordered the strafing of the Danao City police precinct at Rizal Street last Friday following the death of his younger brother, Medz Alvaro.
