Heavy rains was experienced on Wednesday evening resulting to floods in Cebu City.

Jhomer Eclarino, weather specialist of the state weather bureau Pagasa, said the heavy rains brought by southwest monsoon were caused by Tropical Depression Julian.

Eclarino said the weather may improve tomorrow as Julian is expected to leave the country by Friday this week.

As of 8 p.m. Wednesday, Julian was located at 305 kilometers east southeast of Basco, Batanes with 55 kilometers maximum sustained winds and 70 kilometers of gustiness.
