One died, while another one was hospitalized due to leaking ammonia tank of Big Blue cold storage facility in Barangay Subangdaku, Mandaue City early yesterday dawn.

Joseph Bagoyon, 33, a refrigeration technician from Barangay Pardo, Cebu City, was declared dead on arrival at Chong Hua Hospital. Another unidentified technician was hospitalized after having difficulty breathing.

Carlo Cabahug of the Mandaue City Disaster Risk Reduction Management Office, said that at past 2 a.m., a valve from the ammonia tank towards the receiver tank has leaked, prompting all 18 night shift employees to evacuate. But a few minutes later, Bagoyon went back to the Engineering room to check the leaking valve but he never returned; thus another technician followed him but came out already having difficulty breathing.

Cabahug said they will ask for the Safety Plan of Big Blue to determine if they followed the safety protocol.

According to lawyer Elaine Bathan, chief of staff of Mayor Luigi Quisumbing, Big Blue is a legitimate company and has already undergone inspection and complied with all the requirements prior to the issuance of a business permit.
