Busay captain wants apology from COSAP chief

Busay Barangay Captain Amilo Lopez asked for an apology from Cebu City Office for Substance Abuse Prevention (COSAP) chief Dr. Alice Utlang for allegedly revealing that he tested positive for drug use before a confirmatory test was done.

Lopez spoke before reporters in a press conference at the office of Councilor Joel Garganera at the Cebu City Hall on Friday morning.

Out of 60 barangay chiefs who took the drug test in mid October, only Lopez tested positive.

The drug test was done during the assembly of the Association of Barangay Councils (ABC) in October.

He learned about the result from Utlang but said that he never used illegal drugs and that he was on medication for hypertension and heart problem.

Lopez said he felt bad that his name was leaked especially since the result was not yet subjected to confirmatory test.

A confirmatory test, which he took in October 24, showed that he was negative of illegal drugs use.

Utlang, in an interview in October, however said they will not honor the result of the drug test which Lopez took in private hospital and said that they will continue to base their results on the surprise drug test which her office conducted on 60 barangay officials during their assembly.

Lopez said that if Utlang won’t apologize, he will file a case to revoke her license as a doctor.
