P37M Capitol security contract bid slated

CAPITOL’S Bids and Awards Committee (BAC) will once again open the bidding for the P37 million security contract on July 11, Friday.

A revised Terms of Reference (TOR) was completed Thursday last week, prompting the BAC to finally schedule a pre-bid conference.

“In the conference, we will talk to prospective bidders and bring up clarifications and questions to make them understand what the project is all about,” said BAC Chairman Mark Tolentino.

Tolentino said the TOR will lay down the description of the contract and the scope of work involved, among others.

Tolentino said that the BAC members have also discussed among themselves the possibility of having two contracts for two separate areas in the Capitol, instead of just one for the entire facility.

On whether Blackpearl Security Agency may participate in the bidding again, Tolentino said that he still has to verify it.

“I’m not sure if they (BPSA) are interested to join but we will find out (on Friday),” said Tolentino.
Cebu Gov. Davide III last month declared that the first bidding for the security contract was a failure.

Meanwhile, Tolentino said the BAC is currently looking into ways through which its processes may be fast-tracked and deficiencies be addressed.

“We want to make sure that we’re moving along the lines of transparency and proper accountability. We don’t want (our records) to be questionable,” he said.
