A BOX containing ampules of Nubain and packs of suspected shabu was recovered inside the Cebu Provincial Detention and Rehabilitation Center (CPDRC) in barangay Kalunasan, Cebu City last Thursday night.
The sealed box contained nine ampules of Nubain, three sachets of suspected shabu, two boxes of hair dye, and six plastic bottles containing liquor.
The box was believed to have been tossed over the jail’s 20-foot perimeter fence. It was found by patrolling jail guards at 7:30 p.m., said Capitol jail consultant Marco Toral.
Written on the box was “Merry Christmas! Ang pinaskohan nako (My Christmas gift).”
“We are still conducting an investigation, it’s hard to determine because there’s a lot of them. But we’re pretty sure someone inside was supposed to receive it. Wa lang nadayon kay nasakpan (It didn’t materialize because jailguards were able to recover it),” Toral told reporters.
Cebu Gov. Hilario Davide III said he will wait for the report of Toral and Provincial Jail Warden Romeo Manansala before acting on the matter.
Toral, who assumed as provincial jail consultant last July 2013, said it was his first time to encounter the practice commonly known among inmates as “bombing.”
Upon further inspection in the same area, jail guards also recovered a device similar to a hook which according to Manansala are used by inmates to get the package.
The items were wrapped with styrofoam to cushion the impact of the fall, said Manansala.
