Mandaue City Council pushes for amendment on TEAM Clearance for PUV drivers
MANDAUE CITY, Cebu—Drivers of public utility vehicles (PUVs) who have no pending traffic violation in Mandaue City will soon not be asked to pay a TEAM Clearance worth P100.
This is after the proposed ordinance amending the city’s TEAM Clearance Ordinance was passed on first reading by the City Council during their regular session on Monday, January 9, 2023.
The controversial TEAM Clearance ordinance, which was strictly implemented by the Traffic Enforcement Agency of Mandaue (TEAM), requires all PUV drivers who will ply Mandaue City’s streets to secure a TEAM Clearance worth P100 plus P50 for a government seal.
Drivers who cannot present a TEAM Clearance when flagged down will be penalized and be made to pay P500.
“Karun mao na atoang intention nga motabang ta sa atoang mga drivers, kay kahibaw man ta lisod ang panahon karun, so mao na kutob sa atoang mahimo. Makakita sila nga dili pangwarta ang atoang intention, pagdisiplina ra gyud sa mga drivers,” said City Councilor Jimmy Lumapas, chairman of the Committee on Transportation.
(That’s our intention, to be able to help our drivers, because we know that times are tough, so that’s what we can do. They can see that the intention is not moneymaking, it’s really to discipline our PUV drivers.)
Lumapas said the amendment also shows Mandaue City’s support to PUV drivers who follow traffic rules and regulations.
Drivers can expect the implementation of the amended ordinance within the month.
The proposed ordinance would still need to be referred to the Committee on Laws and Ordinance before it will undergo the second and final reading.
