Cartographic sketch of suspect in foiled abduction of kids in Lapu-Lapu out
LAPU-LAPU CITY, Cebu — The Regional Forensic Unit in Central Visayas (RFU-7) has already released a computerized cartographic sketch of the suspect for the attempted human trafficking in Barangay Bankal, Lapu-Lapu City in July.
Earlier, the Lapu-Lapu City Police Office (LCPO) sought the assistance of RFU-7 to create the facial composite of the suspect based on the CCTV footage that they acquired from the establishment, where the suspect met with the four minor victims.

The LCPO is now urging those, who knew the person in the cartographic sketch, to give information about his whereabouts.
Meanwhile, the LCPO also advised apartment owners to get the credentials of their renters.
The suspect of the foiled abduction was renting an apartment in Barangay Bankal where he brought the victims after they met in an establishment in Barangay Pajac.
Police Lieutenant Colonel Christian Torres, chief of LCPO’s City Investigation Detection and Management Unit (CIDMU), said that by doing this, they could immediately identify those renters who might get involved in criminal activities.

Apartment owners, renters
He said that this would also prevent apartment owners from being linked to the criminal activities of their renters.
“Ma-link man gud na siya gud kay nganong magpa-abang man ka unya wala ka kahibawo kinsay gaabang,” Torres said.
(They can link you because why would you allow the person to rent the apartment and you did not know who was renting it.)

What happens if you don’t know renters
“Kung naay krimen mahitabo, (unya) wala kay matubag, mag-create nagdoubt sa investigation kung nganong wala ka kaila ug nganong wala kay credentials sa imong renter,” he said.
(If there is a crime that will happen, (then) you have no answer, this will create doubt on the investigation on why you don’t know the renter and why you don’t have the credentials of your renter.)
He said that he would also consult the city council if they had passed an ordinance mandating apartment owners to get the information or credentials of their renters.
