Consequently, Mendoza ordered to issue the SCOs on Wednesday.

“We have already coordinated with the Philippine National Police and Lapu-Lapu City Traffic Management Office with the details of both motorists in the video. We have initially been informed that one is a taxi driver and the other one is a habal-habal driver,” Galario said.

Penalized for road rage

In the SCO, Galario ordered the involved drivers to give explanation on why they should not be penalized under Section 48, Article 5 of the Republic Act 4136 or the Land Transportation and Traffic Code.

“Based on reports, both caused heavy traffic in the area and they will be directed to submit a notarized affidavit why they should not be penalized concerning the incident,” Galario added.
