Margot questions P18K for advisor

For P18,000 a month, former Cebu City councilor Edwin Jagmoc attended meetings, flag-raising ceremonies, launchings and other social activities of Cebu City Hall.

Jagmoc’s list of “accomplishments” puzzled Councilor Margot Osmeña, who heads the City Council’s budget and finance committee.
“How are they related to his post as consultant to the Department of Public Services?” she said.

The council was about to approve a resolution authorizing Mayor Michael Rama to renew the city’s contract with Jagmoc as consultant of the DPS this year from January to June.

But Osmeña pointed out Jagmoc’s report which led to the council asking Jagmoc to explain his side in writing.

Consultations

Under the proposed resolution, Jagmoc was supposed to receive a monthly remuneration of P18,000 for being a consultant.

His list of accomplishments last year included attending a consultation called by the mayor on the Banilad-Talamban traffic and participation in a walk-through from Gorodo Ave. to Talamban.

Jagmoc attended flag raising every Monday and participated in the Walk for CCMC (Cebu City Medical Center) project and spoke in the mayor’s behalf during the City Hall at your doorsteps program.

Jagmoc also facilitated off-site registration and validation of voters in barangay Pit-os and visited barangays for activities like the quarterly cleanup of the coastal management board.

Jagmoc, a former barangay councilman, likewise facilitated the distribution of incentives to barangay officials and helped monitor Carreta, Queen City Garden and Calamba Cemetery during the All Saints and All Souls Day observance.

Inputs

He ended the year by facilitating and attending the Christmas party of Mayor Michael Rama with barangay officials.

Under the proposed contract with City Hall, Jagmoc is supposed to “give inputs, advice, suggestions and opinions on project proposals and the implementation of the city government’s programs and projects related to the DPS and barangay affairs.”

Jagmoc is also mandated to “assist the city government in general in the formulation of plans and programs that will help enhance its project formulation and implementation.”
