City starts rebidding for new CCMC

Cebu City Hall has officially started the rebidding for the new Cebu City Medical Center (CCMC) project.
Starting today, an invitation to bid will appear in local newspapers until May 25 for the project with an approved budget for contract of P599.976 million.
“During this time also, from May 20 to 25, we will be receiving the letters of intent from prospective bidders,” said lawyer Jose Daluz III, vice chairman of the special Bids and Awards Committee (BAC) for CCMC.
Bids will be opened on June 3.
As in the previous bidding, prospective bidders or contractors are required to have completed a single contract of a hospital project in the amount of at least P300 million in the last five years.
This requirement, which was introduced by the CCMC ad hoc committee during the previous bidding, was what the lowest bidder failed to meet.
In December last year, Mayor Michael Rama declared a failure of bidding for the new CCMC’s first phase of construction.
He ordered the conduct of another bidding to avoid “suspicion of favoritism and anomalies.”
Based on BAC’s post-disqualification report, the lowest bidder, WTG Construction and AM Oreta & Co. Inc., misrepresented and falsified documents when they claimed that they were able to finish a similar hospital project in the last five years when upon verification, they had completed the project more than five years ago.
To bid for the present larger P600-million project, contractors are required to have a Triple A category license in general building from the Philippine Contractors Accreditation Board (PCAB); must be issued or secured a business or mayor’s permit from the city government, approved BIR tax clearance and business tax clearance from the city government; and should have no pending case filed by or against it with the city government in any court or tribunal.
They must also be ISO 9001:2008 certified.
“The BAC-INFRA will use non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of Bids. The BAC-INFRA will conduct post-qualification of the lowest calculated bid,” read the invitation.
The hospital project should be completed within 635 calendar days.
After receiving the letters of intent, the BAC will issue the bidding documents which cost P75,000 from May 25-27 and conduct site inspection on June 3.
A pre-bid conference is scheduled on June 3.
Bid documents will be received from 8 a.m. to 9:30 a.m. in the City Hall’s Social Hall on July 18.
At 10 a.m. on the same day, the opening of the bid documents and conduct eligibility will be undertaken.
“Just like before, the opening of bids will be open to the public. We will invite the councilors, the mayor will also be there. Even the media will be invited during the opening,” Daluz assured.
With this timeline, special CCCM BAC chairman and city engineer Jose Marie Poblete said they can still catch up before the July expiration of their Permit to Construct issued by the Department of Health.
“Provided that there will be no hitches in the post-qualification, the contract will be awarded to the winning bidder within one week after the opening of bids,” Poblete said.
He also said all contractors will be allowed to participate in the rebidding, even those disqualified in the earlier bidding.
