10 tanods in Apas, San Roque admit to using drugs

Ten employees of two Cebu City barangays admitted that they are  drug users, getting the jump on a  surprise drug test by the Cebu City Office on Substance Abuse and Prevention (COSAP).

Close to 130 officials and workers of barangays San Roque and Apas underwent the drug test last Saturday and yesterday.

Four tanods in  San Roque  and six tanods in barangay Apas  admitted that they are drug users.

Dr. Alice Utlang, chief of COSAP, said those  who admitted their vice were  no longer tested.

Twelve  other tanods tested negative of drug use.

The 117 officials and workers of barangay Apas underwent the drug test yesterday and the results will be known today.

Cebu City Vice Mayor Edgardo Labella said that  personnel who use drugs should no longer be in government service.

Labella authored the ordinance requiring  employees of the city local government to undergo drug tests.

“How could one be mentally and physically healthy if he is using illegal drugs?” explained Labella.

“There is a constitutional mandate that public officials must always be physically and mentally able and capable. So if you are using illegal drugs, you have no business in government. You should resign,” he said.
