Explainer: What ‘Code Blue’ alert for Cebu hospitals means

LAPU-LAPU CITY, Cebu — Hospitals and public health facilities in Central Visayas are now operating under a “Code Blue” alert as Cebu prepares to host the 48th Association of Southeast Asian Nations (ASEAN) Leaders’ Summit.
The Department of Health in Central Visayas (DOH-7) said the alert, effective from April 30 to May 12, 2026, is part of its preparations to ensure continuous medical services and rapid response capacity during the event.
But what does “Code Blue” actually mean, and how does it change hospital operations during major events?

Hospitals on heightened alert
Administrative Order 2008-0024, or the Integrated Code Alert System for the Health Sector, establishes standardized alert levels the agency uses during emergencies, disasters, and national events.
Under Code Blue, health facilities shift to heightened readiness status and activate additional personnel and logistical support to anticipate increased medical demands.
In a social media update, the DOH-7 explained that the alert places hospitals and emergency response teams on standby to support safe and uninterrupted health services throughout the summit period.
The system is intended to strengthen emergency preparedness, speed up mobilization of resources, and intensify coordination among agencies.

It also includes the setup of hospital fast lanes to prioritize urgent cases, particularly those involving summit delegates and related incidents
Hospitals, local health offices, and emergency responders are required to remain ready to respond to both medical emergencies and public health concerns during the alert period.
48th Asean Leaders’ Summit
DOH-7 Regional Director Dr. Joshua Brillantes said 55 medical teams from seven hospitals in Central Visayas will be deployed as part of the preparedness measures.
He added that additional health personnel from Metro Manila will augment local teams to strengthen response capacity during the summit.
Around 400 healthcare workers, including doctors, nurses, emergency responders, and ambulance drivers, will be stationed in strategic areas across Cebu.
The ASEAN Leaders’ Summit is scheduled to take place in Lapu-Lapu City from May 7 to 8, 2026, with foreign delegates expected to arrive starting May 5.

Delegates are expected to remain in Cebu until May 12 while participating in meetings focused on regional security, economic cooperation, and policy direction in Southeast Asia.
The agency implemented similar heightened readiness measures during the ASEAN Tourism Forum held in Cebu earlier this year.
During the previous event, a 24-hour Command Center served as the central coordination hub for monitoring and reporting medical situations across deployed teams.
A referral system was also activated to ensure immediate communication and transfer of patients needing urgent medical attention.
For the upcoming summit, improved efforts are expected to ensure the health and safety of both locals and delegates.
