Village chief, job order employees face raps for campaign tarps

A councilman of barangay Tabok in Mandaue City filed a complaint against their village chief and three job order employess for allegedly using a government vehicle in putting up campaign tarpaulins of Liberal Party (LP) candidates.

Councilor Windyln Alilin yesterday requested the Ombudsman-Visayas to investigate barangay Tabok chairman Dario Tariman and job order employees Thadeo Iwayan, April Perez, and Boboy Tundag on these allegations.

Alilin said the respondent violated Commission on Audit Circular No. 75-6 and other related laws which prohibits the use of government vehicles other than for official businesses.

Alilin said the tarpaulins loaded on the government-owned multicab with plate number SJZ 471 bore the faces of Mandaue City mayoral aspirant Luigi Quisumbing and Cebu Gov. Hilario Davide III.

Last Feb. 27, at 10 a.m. to 11 a.m., Alilin said he was at his house in barangay Tabok when he noticed a government vehicle loaded with big political tarpaulins.

“I went closer to it and realize that it was the multicab of our barangay. In fact, as the pictures, will show, it has stickers with the words ‘Province of Cebu’ and ‘Brgy. Tabok,’” he said.

Aside from the driver, he said there were three persons that helped each other in mounting the LP tarpaulins in different areas.

Alilin said he confronted the three job order employees of Tabok but he as told that they were just following Tariman’s instructions.

To document what happened, the councilor took photographs of the vehicle through his cellphone.
