Cop faces child abuse charges

A policeman may be charged for child abuse for allegedly forcing three 10-year-old boys to drink liquor in barangay Sta. Ana, Barili town, southern Cebu.

One of the boys, Marc (not his real name), was allegedly found unconscious in the house of PO1 Admund Caumiran Concepcion.

The boy was vomiting when he was taken to the hospital. Needle pricks were also allegedly found in his chest Concepcion, who is assigned to the Regional Public Safety Batallion Central Visayas (RPSB-7) in Sibonga, may be charged for violation of Republic Act (RA) 7610 or The Special Protection for a Child Against Abuse, Exploitation, and Discrimination Act.

The policeman allegedly forced the three children to drink Emperador Light last Sunday.

Senior Insp. Julius Umpad, chief of the Barili Police Station, said the three boys have executed affidavits against the policeman.

Marc’s grandfather said the boy was playing with his two friends last Sunday when the policeman asked them to haul some coconuts.

After doing the errand, the policeman brought the children to his house where they were allegedly asked to drink liquor.

Umpad said Marc’s friends ran while Marc stayed behind.

In his affidavit, Marc said he was forced to drink after the policeman threatened him with a gun.

The grandfather said he found Marc lying unconscious on the floor of the policeman’s house while the policeman was asleep.

Concepcion, who joined the police in 2012, received the Medalya ng Paglilingkod sa Visayas in 2013 for his involvement in the anti-insurgency campaign.

He was also awarded with two Medalya ng Papuri for being part of the security group for Sinulog festival and barangay elections.

Supt. Clifford Gairanod, RPSB-7 chief, said Concepcion will be asked to answer the complaint against him.
