A CANDIDATE who ran for a City Council seat under Toledo City Mayor John Henry “Sonny” Osmeña’s Team Alagad slate filed an election protest against One Cebu leaders Thursday.
Risa Rafols is one of four candidates ranked below the last ranked winner in the City Council. She named Arlene Espinosa Zambo (Independent), Caesar Ian Geronimo Zambo (1Cebu), and Louis Nicholas Espinosa (1Cebu) as respondents in her complaint.
Rafols claimed there were extensive fraud, anomalies and massive vote-buying that robbed her of her victory in the elections. She said ballot boxes were not duly sealed and pre-shaded ballots were found among other irregularities.
She called for a manual random recount of the precincts to verify the results of the elections.
