Police council wants guidelines for Sinulog fluvial procession

Cebu City Hall’s Police Coordinating and Advisory Council (PCAC) wants maritime authorities to prepare guidelines for participants of the annual Sinulog fluvial procession.

During yesterday’s meeting, the PCAC passed a resolution urging the Philippine Coast Guard (PCG) Cebu Station and the Maritime Industry Authority (Marina) 7 to issue guidelines like the speed limit and distance of vessels from each other.

“The last time, the speed of the participating vessels was quite fast and in the arrangement of the traffic, there were some vessels that crisscrossed each other. Let’s not wait for accidents to happen,” Vice Mayor Edgar Labella said.

Labella, who heads the PCAC, said a Starcraft vessel almost hit a small pump boat loaded with devotees joining the parade. The PCG Cebu and Marina are not members of the PCAC.

The PCAC also told Cebu City Jail Warden Johnson Calub to enforce strict monitoring of items being taken inside the city jail.

Neglect

Labella cited reports that hundreds of cellphones were confiscated inside the Cebu Provincial Detention and Rehabilitation Center (CPDRC) by provincial officials.

“Jail authorities must be more vigilant. They should be reminded that to allow those things to happen in our jail will constitute neglect of duty on their side,” he said.

He said there are administrative sanctions against jail guards found to be in cahoots with the people smuggling prohibited items inside the jail.

Labella said these include permanent disqualification from service and forfeiture of retirement benefits.
