CEBU province bagged this year’s Seal of Good Local Governance from the Department of the Interior and Local Government (DILG) during the Philippine Local Governance Congress held in Manila last Oct. 27.

Cebu Gov. Hilario Davide III received the award from DILG Secretary Ismael Sueno, Sen. Juan Angara and DILG Undersecretary Austere Panadero.

Cebu topped the 306 local governments that qualified for the program out of 1,672 local government units nationwide.

The core criteria set by the DILG consist of local government’s adherence to best practices in accountability, efficiency and transparency in records of both finances and public transactions as well as compliance with auditing and disclosure standards.

The LGU must also meet other criteria such as business friendliness and competitiveness, disaster preparedness, peace and order, social protection, and environmental management.

Winners are given easier access to loans and other programs subject to specific program guidelines, Sueno said.
