Council seeks probe on cash aid programs

THE Cebu City Council is seeking an investigation on confusing procedures of the city’s two programs City Hospitalization Assistance and Medicines Program (CHAMP), Burial Assistance Program and the Office of the Senior Citizens’ Affairs (OSCA).

The Council is asking the Department of Interior and Local Government (DILG) Region 7 and the Office of the Presidential Assistant for the Visayas (OPAV) to look into some of the confusing procedures implemented by the Social Services office and the OSCA regarding the claiming of the financial assistance of the Cebu City residents.

The approved resolution sponsored by Councilor Phillip Zafra, Association of Barangay Council president, sought a clarification from the City Mayor’s Office and Treasurer’s Office on the guidelines for the release of the CHAMP, burial assistance and senior citizen’s cash aid.

The resolution cited the claimants’ complaints of being required to submit clearances and endorsements issued by some barangay captains identified with Cebu City Mayor Tomas Osmeña.

In an earlier report, Osmeña said that he did not see any problems and confusion with the policy since they just followed the policy of the previous administration.

Zafra, however denied that the policy being followed was started by former Mayor Michael Rama.
