City Council to review honoraria request for job order workers

The Cebu City Council will review a request by 20 job order employees (JOs) for the allocation of their honoraria from April to December last year.

Graciano Lauron, the project head of the 20 JOs, said the fidelity bonds under the Government Services Office (GSO) worth P1.3 million, had been identified as a funding source for their honoraria.

The 20 job order employees were hired as security personnel at Pasil fish port last April or a month before the elections.

They were tasked to bar illegal settlers and construction of structures within a three-meter easement in the area.

The job order employees were assured a pay of P320 per day for 198 working days or P63,360 each but were not monitored by any department of City Hall, Lauron said.

For them to get paid, Lauron said the Cebu City Council to grant an exemption from a council resolution approved last year which specifies the requirements in the hiring of job order employees.

This include presenting a project and activity design to specify the duration of their employment, the program of employment and order of work and the certification of the existence of appropriation for the project.

An accomplishment report covering the project period is also required, Lauron said.

Councilor Margot Osmeña, the council’s budget committee chairperson, said  appointment documents are required for hiring job order employees.

Osmeña said the council passed the resolution which sets the guidelines for the hiring of  job order employees and ensure appropriation for their payment.

She said they will review the request in today’s session.
