Officials of Commission on Human Rights arrived at the Cebu Puericulture Center and Maternity House, Inc. to investigate on the complaint of the parents of a newborn whose mouth was sealed with a tape.

There is also an ongoing investigation by officials of the private hospital on who should be held liable for the incident.

A nurse previously explained that the tape was placed to prevent a pacifier from getting dislodged.

Lilibeth Liona, CHR-7 investigator said they could not point out violations yet as they are still waiting for parents to file formal complaint. /Correspondent Michelle Joy Padayhag
