Cebu City Mayor Michael Rama will deliver his State of the City Address (SOCA) tomorrow at the City Council session hall, his first time in his second term in office.
The mayor is set to deliver his speech at 10 a.m., which will be preceded by a Mass and a flag-raising ceremony at the Plaza Sugbo grounds.
Wide-screen TV sets would be set up at city hall’s Social Hall, lobby and the Plaza Sugbo grounds to enable those who could not be accommodated inside the session hall to follow the SOCA proceedings.
Portions of the streets around city hall will be closed to vehicular traffic from 6 a.m. until around noon when the SOCA winds up. The Cebu City Integrated Traffic Operations Management (Citom) is advising motorists to avoid the area where heavy traffic is expected.
In a related development, Citom will impose changes in traffic flow along the Banilad-Talamban road.
Citom has implemented a No Left Turn rule from the flyover near the Technical Education and Skills Development Agency (Tesda) office up to Talamban.
“We started with the major intersections. We will start (today) with the smaller intersections so motorists should expect traffic changes,” said Citom operations chief Joy Tumulak.
Motorists intending to turn left would be directed to make a U-turn under the flyovers.
“This is in order to minimize the traffic in the area which is very heavy. It’s better to go farther to make a U-turn as long as the traffic flow is smooth rather than causing more traffic,” he explained.
Rama gave the green light for Citom to make the necessary changes yesterday as he manned the traffic in Talamban near the University of San Carlos yesterday morning.
“Aside from the no left turn to address traffic, we should not also allow obstructions in the sidewalks. It should be removed,” Rama said.
He ordered the Prevention, Restoration, Order, Beautification, and Enhancement (Probe) team to clear the sidewalks of obstructions. He also wanted officials in the affected barangays to help implement the order to ensure smooth traffic and safety.
