City Hall casuals under watch

Cebu City Councilor Dave Tumulak is monitoring close to 500 casual workers assigned at the city’s disaster and peace and order programs, which is under the councilor’s watch.

Since Monday, Tumulak has been conducting surprise inspections. Those who were not in their posts were asked to explain why they should not be sanctioned.

Three casual workers were issued a memorandum. One of them resigned while the other was reassigned to the city’s demolition team.

“As their head, it is my obligation to make sure that they are working because they are being paid for by people’s taxes,” he said.

Tumulak said he has been going around to check on the more than 400 casual workers assigned to the city’s disaster program and another 66 assigned to the city’s peace and order program.

Casuals under the disaster program where hired since last year to work on the city’s disaster preparedness and response programs while those under the peace and order program are detailed as radio operators and drivers, among others, at the city’s command center.

They are receiving between P10,000 to P11,000 per month.

Tumulak said, he found out that some of these casual workers are not doing their job.

They only report to city hall or at the command center in Mambaling to have their attendance checked.

“They were not in their post when I checked on them. Maybe they are thinking that I am busy at the city hall and I cannot monitor them,” Tumulak said.

He said, he wanted to impose discipline on casual workers under his watch to make sure that they are giving the services due to the city government and its constituents.

“Government employees have to follow the Civil Service Commission regulation and they have to render eight hours of service to City Hall and submit to us their accomplishment reports,” he said.

Tumulak said he could not see any reason why these casual workers are unable to perform their assigned tasks when he himself stays at the City Hall more than eight hours a day.
