Cebu-based WTG and Manila venture gives lowest bid for CCMC
A JOINT venture by Cebu-based WTG Construction and Manila-based A.M. Oreta & Co., Inc. gave the lowest bid for the construction of the new Cebu City Medical Center (CCMC) yesterday.
The two groups made a bid of P274,975,904.10 for the first phase of the new CCMC which covers the hospital’s foundation and structure though the number of levels have yet to be determined.
“We will conduct a bid evaluation to determine which among the bidders has the lowest bid since there may be differences in computations,” said City Engineer Jose Marie Poblete who chairs the city’s Bids and Awards Committee (BAC).
After the lowest bid is verified, the BAC will conduct a post-qualification of the bid wherein they will declare the Lowest Calculated Responsive Bid (LCRB).
Poblete said there is still a possibility that the other bidders will end up having the LCRB although their chances are slim.
Issuance of notice
The contractor with the LCRB will then be endorsed to Cebu City Mayor Michael Rama for approval.
The awarding and signing of the contract will come next followed by the issuance of the notice to proceed.
Councilor Mary Ann Delos Santos who heads the CCMC adhoc committee, said they won’t need council approval to authorize the mayor to sign the contract since the earlier approval of the budget for the project was specific for the CCMC construction.
Poblete said all these processes will take more or less than a month.
“Most likely, all this will be done not later than October and actual construction can immediately follow,” he said.
“I’m happy with this development since we’ve been focusing on this. Hopefully, everything will go on smoothly since we want to fast-track this project,” delos Santos said.
Other circumstances
The bidding, which was opened to the media for “transparency,” was participated by seven contractors and joint ventures but only four qualified.
WT Construction Inc., sent a letter to the BAC stating that they are withdrawing their bid since they have many other ongoing projects in the city and because of “other circumstances.”
WT Construction is working on the S. Osmeña road rehabilitation project and some of their officials face charges filed by the Department of Environment and Natural Resources (DENR) for the removal of 79 trees in the area.
Meanwhile Dakay Construction and Development Corp. and Duros Construction and Development Corp. were disqualified since they sent their bid documents a couple of minutes past the 9:30 am deadline yesterday.
Dakay sent their bid documents at 9:38 am while Duros came in at 9:39 am.
The other qualified bidders were all Manila-based such as SCDI-MCEI Joint Venture at P281,000,000; C.E. Padilla Construction Inc. at P288,888,888.88; and E.M. Cuerpo Inc., at P313,933,333.33.
The city’s approved budget for the contract is P314,266,108.
