‘I want her terminated’: Tomas files 12 admin plaints vs city treasurer
Former Cebu City Mayor Tomas Osmeña want acting city treasurer Diwa Cuevas kicked out of City Hall for alleged “acts of omission” which resulted in adverse audit opinion from government auditors in the last three years.
Osmeña last week filed 12 administrative complaints against her with the Civil Service Commission.
“There will be more cases that I will be filing against her. I want her terminated to serve as a signal to other City Hall employees. She just signs everything. She has to be held liable for that,” he said.
Osmeña said he is also considering filing a criminal complaint against Cuevas.
Sought for comment, Cuevas said City Hall has been getting adverse audit findings since 2011 or even before she was named OIC treasurer last year.
“Why is he blaming me?” she said, adding that reconciling records could not be done outright.
Osmeña gave reporters a copy of one of the complaints pertaining to the 2012 audit report which he filed against Cuevas on Sept. 29.
The two-page complaint cited the adverse opinion of the Commission on Audit which red-flagged the irregularity, insufficiency and omissions on various City Hall records.
“It is clear and unequivocal from the report of COA that the City Accountant did not comply with the foregoing provisions of the law which runs counter with the long time principle “The Public Office is
a Public Trust”, thus, Hon. Cuevas had circumvented the required duties, obligations and conduct expected of a public officer,” said Osmeña’s complaint.
Osmeña said that even while serving as city accountant, Cuevas already had the tendency to commit acts of omission.
