Shabu seized from female jail visitor

Two small sachets of shabu wrapped in a sanitary napkin pack were discovered at the Cebu Provincial Detention and Rehabilitation Center (CPDRC) at 9:15 a.m. last Sunday.

Jail Warden Romeo Manansala said the napkin pack carried by a female visitor identified as Jennifer Toto contained two 1.5-gram sachets of drugs.

It was to be given together with a cell phone enclosed in plastic to an inmate identified as Jomar Oliveros. Toto is a resident of Cebu City in her 30s, Manansala said.

Manansala said jail guard Ray Baladay saw Toto enter the toilet after being inspected.

He asked Toto to have her bag checked but she refused. Baladay took the bag.

Manansala said he checked the phone and felt granules across the plastic’s surface.
