Man, who applied for NBI clearance, gets a hit, nabbed for qualified theft

MANDAUE CITY, Philippines — A man who applied for an NBI clearance was arrested in Mandaue City on September 11, after he continuously denied that he was charged with a crime.
Arnel Pura, agent-in-charge of the National Bureau of Investigation Cebu District Office, during a press conference on Wednesday, Sept. 11, said that the man identified as Gerald Galicano, 48 years old, applied for an NBI clearance on August 2.
Upon checking, he was informed that his name belonged to the ‘hit’ list and was asked to submit evidence that he was not the same person who was charged with qualified theft with no bail recommended before the Regional Trial Court Branch 55 of Mandaue City.

Man gets NBI clearance hit
The ‘NBI Clearance Hit’ occurs when the search returns a suspicious result, the name might have a pending criminal case in any court of the Philippines.
On September 6, Galicano returned to the NBI-Cebdo office in Barangay Centro, Mandaue City, to submit the requirements such as the affidavit of denial, where he denied that the case issued by the court do not belong to him, said Pura.
While the bureau verified the evidence, it was found out that it was fake, he was then asked to return on September 11 and was arrested.
“Unknown to him, we already conducted prior verification from the court, which established the existence of the order of arrest, an outstanding warrant of arrest,” said Pura.

Suspect allegedly fled with P267,000 cash in 2012
Moreover, the operations manager of a trading company came before the office and executed an affidavit positively identifying the applicant as their former employee and carted company sales collection of P267,000 in 2012, the reason why the company filed the case against him.
He was then referred to the Office of the City Prosecutor wherein he was charged with violation under Article 183-False Testimony and Perjury as amended by Republic Act 11594 ‘An act increasing the penalties for perjury’.
Galicano is currently imprisoned at the NBI’s Detention Cell. He refused to be interviewed.
At present, the NBI is looking into why the OCC-Clerk of Court of Mandaue City issued a certification indicating that no case was filed against Galicano.
