Where to get it

“Kung saan in-issue yung driver’s license na papel, dun din nila kukunin yung [plastic] card kasi ipi-print yun pagka nag appear na siya dun sa LTO district office,” the LTO-7 assistant regional director said.

(Where their paper-printed driver’s license was issued, there they can get the [plastic] card, this is because this will be printed once they will appear at the LTO district office.)
