Some Cebu City councilors cited for accomplishments

Several Cebu City councilors were recognized yesterday for their accomplishments in the past year.

In a privilege speech, acting Vice Mayor and presiding officer Nestor Archival, Sr. personally handed out Plaques of Recognition to councilors with zero absences, those with the most number of resolution and ordinances, and those who will be ending their third term this year.

“This representation as the Presiding Officer, believes it proper and motivating to recognize outstanding achievements of my fellow members of the 13th Sangguniang Panlungsod (SP),” Archival said.

Those with zero absences are councilors Sisinio Andales, Alvin Arcilla, Gerardo Carillo, Eugenio Gabuya, Jr., Lea Japson, and Mary Ann de los Santos.

Those with the most number of sponsored resolutions are councilors Margarita Osmeña with 831 resolutions; Sisinio Andales with 425 resolutions; and Lea Japson with 337 resolutions.

With the most number of sponsored ordinances are councilors: Lea Japson with nine ordinances; Alvin Dizon with eight ordinances; and Nida Cabrera with five ordinances.

Councilors Japson, Roberto Cabarrubias and Richard Osmeña were also recognized for their “fine leadership and extraordinary determination” for serving three consecutive terms from 2007 to 2016.

Based on a report submitted by SP Library Division Head Roy Alix, the City Council approved a total of 1,858 resolutions, 22 ordinances and conducted 71 sessions including executive and special sessions in 2015.

“Despite our difference in political affiliations, personal convictions, we made sure that we accomplish our primary duties as elected representatives of our constituents and that is to legislate,” Archival said.

Archival assumed as acting vice mayor last December following the 60-day preventive suspension ordered against Mayor Michael Rama. He first presided during the council’s regular session last December 16.

Archival said he used his personal money to pay for the plaques.

“It’s part of my seven-point agenda to encourage them in terms of legislative improvement. For me, it’s to energize them more,” he said.
