New dep’t heads at Cebu City Hall

CEBU City Acting Mayor Margot Osmeña appointed officers-in-charge of some departments at City Hall to replace those who either resigned or took leaves of absence until June 30, when a new administration will take over.

All those who left were identified with the administration of outgoing Mayor Michael Rama, whose suspension also ends on June 30.

Osmeña appointed assistant administrator Veronica Morelos as acting city administrator replacing Dr. Lucelle Mercado. Arlene Rentuza temporarily takes over as city treasurer replacing Diwa Cuevas.

Josefa Ylanan is the acting city engineer and head of the Office of Building Official replacing Engr. Jose Marie Poblete, while Marie Velle Abella is the new human resource officer replacing Mary Ann Suson.

Eleodoro Diaz replaces Jeron Castillo as city legal officer while Tessie Camarillo is acting city accountant replacing Mark Salomon.

At the City Health Office, Luz Flora Yap takes over from Daisy Villa while Vivian Nardo replaces Ester Concha as City Social Welfare and Development officer.

Others appointed were Angelique Cabugao as head of the City Assessor’s Office, while William Cris Artajo now heads the Information and Computer Science Management Office.

Ma. Concepcion Encabo is the acting City Planning and Development Office chief while Ronald Malacora and Emma Villarete assumed as acting General Services Office chief and Internal Audit Service Office chief respectively.

John Paul Gelasque heads the Department of Public Services and Feliciano Alinson is acting chief of the Cebu City Environment Resources Office.

Those who were allowed to stay on were Marietta Gumia as City Budget Officer and lawyer Rafael Yap who returns as chief of the Cebu City Transportation Office replacing lawyer Rey Gealon.

Osmeña said she did not touch any of the division chiefs and some special assistants. But she said she cannot assure that the officers-in-charge will stay on after June 30.

“I will also look into the special committees, many of which are redundant. I asked them for an accomplishment report and they have yet to submit them,” she said.
