Deal inked to create monitoring team, funds for Inayawan landfill

THE Cebu City government has entered into a memorandum of agreement with the Environmental Management Bureau (EMB-7) for the establishment of a Multipartite Monitoring Team (MMT), an Environmental Guarantee Fund (EGF), and an Environmental Monitoring Fund (EMF) for the Inayawan sanitary landfill.
According to Engr. Karlo Miguel Cuizon of EMB-7, the agreement signifies that both parties have responsibilities over the controversial garbage site.
The agreement was in compliance with the conditions stipulated under the Environmental Compliance Certificate (ECC) requiring the creation of the MMT, the EGF, and the EMF for the sanitary landfill.

The MMT, which is composed of representatives from EMB-7, Department of Environment and Natural Resource (DENR-7), Cebu City government, Barangay Inayawan local government unit, accredited people’s organization, the academe, and professional organization will be responsible in monitoring project compliance of the landfill as well as receiving complaints, among others.
The EMF, with a budget of P2 million charged to the Cebu City Environment and Natural Resources Office, will be used to finance the activities of the Multipartite Monitoring Team.
The EGF, on the other hand, will be in the form of a P50 million trust fund and will be used for the rehabilitation of any environmental damage caused by the Inayawan landfill, compensation to all the affected parties and communities, as well as contingency activities.
