JVR asks Capitol to turn over dump truck

TALISAY City Mayor Johnny delos Reyes asked Cebu Gov. Hilario Davide III to donate a nine-year-old mini dump truck to the city, saying the city government had been paying for its fuel and maintenance expenses.

He said the mini dump truck was assigned to former city councilor Shirley Belleza in 2006 who later left it with Councilor Eduardo “Digul” Gullas III. Since there was no official  turnover, the vehicle still belongs to the province, delos Reyes said.

The air-conditioned mini dump truck was purchased in 2006, during the term of former Cebu governor Gwendolyn Garcia. As of April 21, 2015, its book value amounts to P33,213.93.

Delos Reyes said Gullas managed to use the truck at his discretion because the General Services Officer (GSO) of the city, Joan Vibar, was appointed by his grandfather, then city mayor and former congressman Eduardo Gullas.

Talisay City Hall information officer Cynthia Barrit said the city government has been paying P2,000 on average every week since the truck’s acquisition.

Barrit said Governor Davide agreed in principle to donate the mini dump truck to the city.

But Davide still has to endorse the mayor’s turnover request to the Cebu Provincial Board (PB) for processing.
