Cop in Duterte list spotted in Carcar ‘delivering drugs’

A police officer identified as a drug coddler by President Rodrigo Duterte was allegedly spotted by fellow policemen delivering illegal drugs to a drug peddler in Barangay Valencia in Carcar City, last Sept. 6.

SPO2 Irving Avila of the Carcar Police said he and other police officers were on their way back to the police station when they saw PO3 Ryan Kiamco alight from his Isuzu D-Max vehicle and allegedly handed over sachets of shabu to a drug peddler at past 11 p.m.

When the police operatives approached Kiamco, the latter allegedly went back inside his vehicle and fled.

The person who received the drugs ran away, Avila said.

Chief Supt. Noli Taliño, director of the Police Regional Office in Central Visayas (PRO-7), said they are validating the report as well as Kiamco’s presence in Cebu.

“We are monitoring him (Kiamco). If he won’t stop peddling illegal drugs, then we will conduct an operation against him,” he told reporters.

Kiamco was included in the list of mayors, police officers and judges allegedly involved in illegal drugs. They were publicly identified by President Duterte last August 7. The policemen were ordered to immediately report to Camp Crame.

Aside from Kiamco, the other police officers in Cebu who were on the list were Supt. Romeo Santander, PO2 Michael Cortez, SPO1 Onel Nabua, SPO1 Jen dela Victoria and PO2 Jomar Ibanez.

They were relieved from their posts and were instructed to report to Camp Crame for investigation.

Meanwhile, at least six other policemen in Central Visayas are facing administrative charges after they tested positive of illegal drugs.

Taliño said PRO-7 waited for the results of the confirmatory tests to determine whether the three other policemen are using drugs.

He emphasized the need for the Philippine National Police to clean its own ranks to be successful in the campaign against illegal drugs.

“Honestly, I’m very optimistic that we will be able to realize our dream of save (sic) the country from illegal drugs,” Taliño said.
