MOU signed for new Minglanilla industrial park
THE Minglanilla Ming-Mori Industrial Park Project has taken an important leap forward with a recent Memorandum of Understanding (MOU) signed between the Philippine Reclamation Authority (PRA) and the Municipality of Minglanilla.
The PRA was represented by its newly inducted Chairman, lawyer Alberto Agra and new General Manager and CEO, lawyer Janilo Rubiato; while the Municipality of Minglanilla was represented by Mayor Elanito Peña, Vice-Mayor Robert John Selma and Engr. Sandy Enad.
Rubiato explained that the MOU was one of the requirements of the PRA formal evaluation and approval process.
With the signed MOU, PRA will now formally receive and review the project requirements which include a detailed feasibility study, environmental impact study, and engineering geological and geohazard assessment before the approval if there are no problems.
President Rodrigo Duterte has instructed that there shall be no delay in the processing of papers for approval, so “atong paningkamutan nga within six months or less, mahuman nato ang study,” (we will work hard to finish it within six months or less to finish the study), said Rubiato.
As reported by Minglanilla and its private partner, Ming-Mori Development Corporation headed by its Chairman Jose Soberano, the detailed feasibility and engineering study had been completed while the EIS/ECC was nearing completion.
A public hearing on the ECC was conducted last July 28, 2016 at the Minglanilla Sports Complex.
After complying with all the regulatory requirements, the Public-Private partnership hoped to start developments in 2017.
“New land must be formed to provide new development, new communities, new roads, new airports, and additional utilities aimed at alleviating poverty, easing traffic, providing access and creating business opportunities while promoting human rights and climate justice,” said Agra.
The Ming-Mori Industrial Park is envisioned to be a world-class industrial estate that will generate over 75,000 jobs in Minglanilla and its neighboring towns. It will have commercial support amenities to be self sustaining and vibrant.
To avoid traffic congestion during the development of the project, Mayor Peña asked the help of the Province for the creation of an alternative route from the reclamation project using the old railway connecting Talisay coastal areas to the South Reclamation Project.
Peña added that Minglanilla’s existing ports will also soon develop to accommodate alternative public transportation using fast crafts.
