Identify traffic peak hours first, Tomas says

Opening up the access road inside Camp Lapu-Lapu may only be possible during peak hours, Cebu City Mayor Tomas Osmeña said yesterday.

In a press conference, Osmeña said he talked to the City Traffic Operations Management (Citom) to identify the peak hours of traffic at the Banilad-Talamban area so the access road can be opened at the camp.

Osmeña admitted that he was unable to discuss the opening of the road inside Camp Lapu-Lapu during President Rodrigo Duterte’s visit in Cordova town last Thursday. But Osmeña said the President agreed in principle to his proposal.

“We will ask our people, (traffic chief Atty. Rafael) Yap, to identify the peak hours. So we will be considering opening up the road during peak hours,” he said.

Osmeña said he has no idea yet as to when the road will be opened. He said he already informed Bong Go, Duterte’s aide, about the plan.

“I told Bong Go, ‘The President said yes the last time but I did not follow it up. And he told you about it.’ And then the general was there. We just started to talk to ourselves, in our own level,” Osmeña said.

He said he also had a dialogue with Maj. Gen. Oscar Lactao of the AFP Central Command (Centcom). Osmeña said Centcom should lift their restrictions and open the road to the public.

The mayor said he plans to build a road to connect Ecotech in Barangay Lahug and Barangay Guadalupe.

Osmeña said he will ask the national government to fund the project.

The mayor said the city is now focusing its funds on the scholarship program, free medicine program and assistance for the senior citizens.

Osmeña also said he is open to building more bridges. “As long as we don’t pay for it. Build a bridge, fine. There is no problem there,” he said.
