Gwen moves to stop construction of resource center in Capitol

CEBU CITY, Philippines— Cebu Third District Representative Gwendolyn Garcia and Board Member Alex Binghay have asked the court to stop the construction of the P1.3 billion resource center in the Capitol compound.

Garcia, in a press conference on Thursday, March 28, 2019, announced that she and Binghay filed the civil case before the Regional Trial Court in Toledo City last Tuesday, March 26.

Garcia’s younger brother, lawyer Pablo John Garcia, said the project should not be implemented due to the defect in the flow of the procurement process for the project.

The younger Garcia also said that the edifice, which would stand 20-storeys high, is in violation of the Cultural Heritage Act of 2009.

“This project is railroaded in violation not only of the procurement law but also of the cultural heritage law,” said Garcia.

Named respondents of the case are Governor Hilario Davide III, Vice Governor Agnes Magpale, Provincial Administration Mark Tolentino and the Development Bank of the Philippines (DBP).

Also included as respondent is WT Construction, the contractor of the 20-storey building. /bmjo
