Arrival of Delfin Lee’s captor sparks PRO-7 revamp

Chief Supt. Generoso Cerbo, the deputy regional director for administration of the Police Regional Office 7, was recalled to the PNP headquarters in  Camp Crame to pave the way for the arrival of Senior Supt. Condrad Capa.

Cerbo, who was the face and voice of the Philippine National Police before he was tasked to temporarily take command of PRO-7 following the exit of then Chief Supt. Marcelo Garbo, will assume the post of Director of the Directorate for Intelligence, a two-star rank post.

Capa hogged the limelight after he assailed PNP Director-General Allan Purisima for sacking him as chief of Task Force Tugis, a special unit under the PNP chief tasked to go after high-profile fugitives.

Capa’s task force on March 6 arrested fugitive property developer Delfin Lee.

Speculations were rife that Capa’s relief and transfer had something to do with the leak of information that Mindoro Gov. Alfonso Umali allegedly tried to intercede for Lee.
Purisima however, insisted that Capa’s reassignment was a promotion as his new post at PRO-7 will be his “stepping stone” for him to earn his first star.

Capa will assume the post of of deputy regional director for operations vice  Senior Supt. Orlando Ualat, who will  replace Cerbo.

PRO-7 director Chief Supt. Danilo Constantino welcomed Capa’s new assignment here, saying that Capa has a good track record and performed well in previous assignments as head of Task Force Tugis – the group tasked to go after high profile criminals.

He added that Cerbo’s transfer is a promotion as he will now serve as deputy for Directorate for Intelligence. Before his assignment here in Cebu last year, Cerbo was Philippine National Police spokesperson.

“We have worked together so I know that he is responsible,” Constantino told reporters. He added that he had worked with Capa before in the Criminal Investigation and Detection Group.

As the new deputy director for operations, among Capa’s task is to implement the anti-criminality program of PRO-7. He will report in PRO-7 on Wednesday next week.
