Capitol mulls passing Supplemental Budget No. 2 for yearend ‘needs’
CEBU CITY, Philippines — The provincial government may need to pass its second supplemental budget this year, barely three weeks before 2019 ends, for the year-end bonus of Capitol employees and other yearend needs
Governor Gwendolyn Garcia said she had yet to discuss with the local finance committee as to how much would be needed for Supplemental Budget No. 2 and where it would be spent on.
Aside from the bonus, the funds for Christmas bundles of goodies will also be sourced from the SB.
This December 20, all the Capitol employees including those outsourced from a manpower company will be having their Christmas party at the Capitol.
“Actually I still have to sit down with our budget officer and of course ang atong PEACE (Provincial Employees Association of Cebu) officials and the CNA nga the actual agreement aron atong madetermine kung unsa ang i-apil sa supplemental budget,” Garcia said.
Garcia signed with the newofficials of PEACE signed a Collective Negotiation Agreement (CNA) this afternoon, December 9, 2019. The CNA embodies negotiated terms between the employer, the provincial government, and PEACE, or the employees group, regarding the employer-employee relationship that are not fixed by labor laws like the yearend bonus.
Although Garcia has confirmed that regular and casual employees will be having a yearend bonus, the governor refused to reveal the amount and as to when it will be disbursed so as not to spark “arguments.
“Ako man gud unta ato i-derecho na lang na og sulod sa ilang ATM ba. No big announcements kay anha mosulod ang lalis. Nganong kani or nganong dili kana or whether it is too big or too small. Daghan kaayong storya. Kung bonus, bonus. Humana,” Garcia said.
Last August, the Provincial Board passed a P1.3 billion supplemental budget. About P800 million of which was allotted to infrastructure projects like road concreting and water systems.
From the same SB, the qualified Capitol employees were given P3,000 bonus during the 450th founding anniversary of the province last August./dbs
