Roxas told: Give Yolanda rehab work to barangays

Northern Cebu officials requested Interior Secretary Manuel “Mar” Roxas to delegate post Yolanda rehabilitation work to barangay officials to hasten project implementation.

Cebu Provincial Board Member Celestino “Tining” Martinez III, said it would be easier for local government units (LGUs) if the funds to purchase construction materials were handed directly to barangays.

With this, he said mayors can focus on the other aspects of rehabilitation such as securing the relocation sites of displaced families.

“The mayors are busy with the repair of the government offices, the relocation sites. We were hoping to divide the work with the barangays,” said Martinez, an ex-officio member of the PB as the Liga ng Mga Barangay Cebu Chapter president.

In his response, Roxas said: “Our initial decision was to release it to the barangay captains but COA said it would be a violation. I cannot force my DILG people to subject themselves to a COA court case. COA said you have to give it to the mayor,” Roxas said.
