Chinese national dies after falling off a building in San Fernando, Cebu
CEBU CITY, Philippines – A Chinese national died after he allegedly fell from the second story of a building under construction in Barangay South Poblacion, San Fernando, Cebu on Tuesday morning, September 19, 2023.
Police Corporal Lianza Jean Siquijor, investigator from the San Fernando Police Station, in her report, identified the victim as 55-year-old Li Guanglun, a Chinese national.
The accident took place at around 11:00 a.m. on Tuesday while construction work on the building was ongoing.
Siquijor told CDN Digital in a phone interview that upon further investigation, it was found out that the victim was looking for a place to rest on the second story of the building before the accident happened.
She added that the victim’s coworker and the assistant manager, Gao Zhenguo, also a Chinese national, told police that the victim decided to take a nap on the edge of the building because it was windy and relaxing.
Zhenguo also said that while the victim was positioned on the edge, he allegedly rolled over while sleeping, which caused him to move towards a wooded plank placed there to fill the space, added Siquijor.

The wooden plank was used as a means for workers to move to the opposite part of the building.
But the wooden plank allegedly broke, which caused the victim to fall.
According to Siquijor’s report, the victim also broke the net placed to catch debris from the construction site when he fell.
The police report disclosed that another Chinese national, Du Zhiliang, was with the victim when he fell from the building.
Siquijor said that Zhiliang accompanied the victim when he was brought to the hospital.
Guangluan was rushed to the Cebu South General Hospital in Naga City for immediate medical treatment.
However, the victim was declared dead by the attending physician due to the injuries he sustained from the fall, stated Siquijor.
Police also said that they determined that there was no foul play involved.
San Fernando is a second class municipality of Cebu Province located approximately 38.1 kilometers away from Cebu City.
