Cebu City named most improved highly urbanized city
CEBU CITY, Philippines — Cebu City has improved its ranking in the 2023 result of the Cities and Municipalities Competitiveness Index (CMCI).
Cebu City ranked first in the most improved rankings for the highly urbanized cities across the Philippines in 2023. Overall, it ranked 13th, better than the 24th place it held last year.
The September 28 result of the competitiveness index showed that Cebu City ranked first in the Most Improved Local Government Unit for the Highly Urbanized Cities category.
At second was Butuan City in Agusan Del Norte, and third was Iligan City in Lanao Del Norte.
Cebu City ‘moving towards the right direction’
Acting Cebu City Mayor Raymond Alvin Garcia told CDN Digital on Tuesday, October 10, that this only meant that the city government, headed by Mayor Mike Rama, with the help of the city council is “moving towards the right direction.”

“[This just shows that] Cebu City’s effort in improving the state as well as the likes of the Cebuanos is bearing fruit [through determination] and hard work,” Garcia said.
He said that the result of the city government’s hard work is a proof that was noticed by the independent organizations by looking at the competitiveness of cities and municipalities.
“The independent organizations karon have taken notice of our efforts and our hard work in making Cebu City the number one city in the entire Philippines,” Garcia added.
According to its website, CMCI is an annual ranking of Philippine cities and municipalities developed by the National Competitiveness Council through the Regional Competitiveness Committees (RCCs) with the assistance of the United States Agency for International Development.
The rankings of the cities and municipalities are based on the sum of their scores on four pillars: economic dynamism, government efficiency, infrastructure, and resiliency.
Meanwhile, the rankings for provinces are based on population and income weighted average of the overall scores of cities and municipalities under a province.
