Capitol office seeks P28-M allocation

Some 1,500 Capitol employees will receive a bonus equivalent to a month’s salary if the Cebu Provincial Board will approve the P28-million supplemental allocation for this year’s performance enhancement incentives (PEIs).

The Cebu Provincial Budget Office will present the proposed  P28-million supplemental budget to the Provincial Board, which had been submitted  by Gov. Hilario Davide III.

“We do not have an existing budget for this so we have to request for a supplemental budget,” said Budget Officer Danilo Rodas last June 22, Monday.

The PB has already held four regular sessions, the maximum number of sessions  in a month  so the governor will have to request for a special session for this purpose, said Rodas.

Rodas said the approval of the supplemental budget will depend on the schedule  for a special session set by the PB.

The PEI will be given to the employees after the Cebu provincial government was awarded the Seal of Good Housekeeping by the Department of Interior and Local Government (DILG).

He said that this kind of bonus is normally given in December but was moved to an  earlier date due to the issuance of Executive Order 181 by President Benigno Aquino III.

“We give this once a year, normally, in December but we have to comply with the order of the President,” said Rodas.

Last May 15, President Aquino signed the order granting the PEI of either P5,000 or the equivalent of a month’s basic salary pay to all qualified government employees.

Under the EO, only employees with permanent status and employees employed at least four months before May 31, 2015 are qualified to receive the bonus.

“The EO states that LGUs can start giving out incentives as early as June. If the funds are available, then we may start giving out the money,” said Rodas.

Aside from the PEI, Capitol employees are also given anniversary and year-end bonuses.

During Cebu’s 44th founding anniversary in August last year, Capitol employees received cash bonuses of up to P18,000.
